What is it with #UKIP, Nuttall and his 7,000 veterans sleeping rough? Figures say its closer to 400!

In a recent speech, Paul Nuttall, UKIP leader spoke of 7,000 veterans sleeping rough:

However, various newspaper reports (like this one)

Say 9,000 are homeless and veterans account for 1 in 10 rough sleepers.

And this report

says UK only has about 4100 rough sleepers in total so using these figures together, while 9,000 veterans are homeless, only around 410 are actually sleeping rough...

I am sure I have heard Paul Nuttall use this figure before and am sure I have heard it challenged, I wonder why he and his people are still getting it wrong?
